Found a pigeon

Yesterday a really prtetty white pigoen with dark tan markings came to hang out with me while I was gardening. He has a yelow band on his leg on that I saw the numbers 4055 & in smaller print 2004.

He was very hungry (I feed him some wild bird regularly seed) and he was not the least bit scared of me. However in fact, he seemed to be seeking out my company.
He hung out with me for over an hour before I retired inside.

He was here again today when my husdband came home. I have left food and water for the bird.

I would like to do the best thing possible for the litle guy. If I catch him, read his entire band, and return him to his owner ... will he be well cared for? Is there a chance that his owner would have him killed?

Is it a good idea to feed him, or should I let things take their course?

The temps here are getting under frezin at night. Will this bird live trhough such codnitions? With no clue about what would be appropriate, I placed a cardboard box by the food and water. Lately I put some grass clippings inside and well covered it half way. Am I completely off on this "nest" or is there something better that I can put together for him?
