Love Bird

Hi, not sure what i'm doing since i'm new at this...but i would really like to know why this love bird that my sister is giving to me has lost it's feathers around it's neck. She does have a cat and she's not sure if cat was irritating the bird since she had cage sitting on a table. How can i tell if it was scared by cat or maybe it has mites??

I would take him to an avian vet just to have a check up and see that all is OK with him. There are two kinds of mites, the scaly ones -one can easily identify them because they leave a scaly look on the skin of the bird- and red mites who are more difficult to detect because they only come out at night. In any case a check up by an avian vet would be my preferable action to take in case of doubt
