Stupid parrot questions

Though I know about keeping birds out of drafts in the house, but:
- Are they ok with temperatures which range down toward 60 or 60 degrees? As expected (Like winter nights, etc) Or perhaps a room which's always 65 degrees?
- Can you take a parrot outside for a walk? Is there some sort of parrot leash for these evetns? (So you can take the bird to an outdoor social event and ... socialise it .
